Program Planning & Financial Reporting Analyst

Position Summary:
This position supports Program Management in coordinating and managing financial planning & control activities in accordance with supporting the department’s business activities. This position has the responsibility for the preparation, implementation, and maintenance and reporting of cost and schedule data, EVMS, ETC’s, Project reporting, revenue recognition calculations and Basis of Estimate Structures and billing review. Coordinates and advises Program Management, Department Managers, and Executive management. This position is also responsible for coordinating on proper and adequate use of EVMS principles as required by company and Government contracts; is responsible for ensuring company performance and compliance with EVM System Description. Maintaining detailed cost plans and schedules on an ongoing monthly basis and in generating necessary government required reports.

Specific Duties & Responsibilities:

Essential functions of the position include, but are not limited to:

  • Provides financial and functional direction to company programs to facilitate the proper preparation and reporting of cost data in support of ETC’s, revenue recognition, billings, and Basis of Estimate construction.
  • Establishes, monitors and evaluates EVMS policies, methods, operating procedures, and practices, as well as functional organizational EVMS compliance and performance.
  • Organizes, supports and advises program management, department managers, control account managers, and executive management on financial matters, including labor utilization, job costing, inventory management, and Other Direct Costs billed to contracts.
  • Develops procedures, establishes routines, sets priorities, and ensures further training of group and company personnel as it relates to financial matters on programs.
  • Supports EVMS audits and training per approved procedures.
  • Supports in the fiscal budget preparation and quarterly business unit financial presentation and assists accounting with aspects of project costing as it relates to the ERP system.
  • Assist purchasing/planning inventory management, purchase order set up, job set up and manufacturing schedule.
  • Prepares, analyzes and evaluates proposals and cost estimates to ensure viability with regard to financial requirements.
  • Participates in the development of company/division/program proposals to ensure adequate Basis of Estimate “BOE,” i.e., WBS, organization, planning, etc.
  • Participates in preparation of contract review on monthly basis.
  • Handles project close out coordination, inventory, purchase orders, billings and WIP close out.
  • Supports the development of departmental EVMS planning and reporting ensuring proper departmental interfacing as required.
  • Assesses change order and change order costs and schedules and modifies baseline budgets, Control Account Budgets, Work Packages, ETC’s, and EAC’s. Maintains the Contract Budget Base (CBB) Log, the Management Reserve (MR) Log, the Undistributed Budget (UB) log, etc.

In addition, this role will:

  • Prepare budgets and schedules for contract work and performs and/or assisting in financial analyses such as funding profiles, sales outlook, and variance analysis.
  • Prepare program plans to ensure program requirements and statement of work are captured and scheduled.
  • Monthly material, subcontract and inventory financial forecasting.
  • Continually assess and improve financial reporting processes to enhance efficiencies.
  • Coordinate program scheduling efforts between program management, engineering, production, and developing resource schedules for engineering services.
  • Performs other related duties as required or assigned.
  • Follows company rules and procedures.

Education & Experience:

  • Bachelor’s degree in finance, business, or related field.
  • Preferred 4+ years of aerospace or military systems experience in program management and/or planning and control.
  • 4+ years of earned value management systems experience in more than one area of the criteria application (EVMSC), i.e., organization of work, planning and budgeting work, accounting for costs, analyzing problems, revising work, etc.

Qualifications:

  • Experience in and/or familiarity with management systems, i.e., manufacturing management, production control, procurement/sub-contracting, quality control/assurance, engineering, information systems, and financial systems.
  • Familiarity with the Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR).
  • Knowledge of basic training/presentation techniques.
  • Ability to work independently and in a collaborative nature.

Travel Requirements:
Periodic travel may be required to support project functions such as supplier visits, product testing, and technical customer meetings.

The employee is required to stand; walk; reach with hands and arms; stoop, and kneel. Work Environment: (*)
This position will require a working environment mix comprised of office, shop floor, field and customer locations (both domestic and international). While performing the duties of this job, the employee may be exposed to static electricity; explosives in test conditions; fumes; airborne particles; outside weather conditions prevalent at the time and an air-conditioned and heated office. The noise level is normally moderate may be occasionally high.

Salary: $85,000 – $120,000
